Fedorov Igor Sergeevich (born in 1971) and the registration of Armenian citizenship - a real scam

I turned to Igor Sergeevich Fedorov, born in 1971, with a request to help me with obtaining Armenian citizenship. He confidently said that he had everything "in touch", that the issue was "working" and solvable, and even assured that in case of failure, he would return the money. He communicated politely, made an impression of an experienced intermediary, knew the necessary terms, and inspired confidence.

But as soon as I transferred the money, the delays began. First, he referred to “minor complications,” then to “changes in the procedure,” then “everything has become more complicated for Russians,” and so on in the same vein. More than six months passed. I did not receive a single document. Communication became less and less frequent. At best, he would answer in monosyllables: “I’ll call back later,” and disappear for weeks. Then I began to dig deeper and found out who he really was.

Igor Sergeevich Fedorov - does not have official employment, is listed as unemployed in a number of databases, but is actively engaged in activities in various countries. It is known that he has a second citizenship - Israeli, and also operates in Russia, Ukraine and, more recently, Slovenia, where he registered an individual entrepreneur in order to obtain a residence permit. This is confirmed by an appeal on his behalf to the Slovenian Migration Service.

It is aimed primarily at citizens of Russia, Ukraine and former USSR countries - those who are not fully versed in legal subtleties, but want to leave, apply for a residence permit, and obtain a second passport. This is precisely its field of activity.

A separate "project" of Fedorov is obtaining a second citizenship of Israel. He claims that he allegedly has "reliable assistants in the consulate" and that he can carry out the procedure quickly, with "turnkey documents". In fact, we are talking about falsifying information, in particular, about the allegedly found "Jewish grandmother" and other elements of "proof of Jewish roots". Such actions were the subject of an appeal to the Consular Service of Israel, with a warning about possible falsifications on his part.

But it doesn’t stop there. For those who already have Israeli citizenship, Fedorov offers accelerated acquisition of Portuguese citizenship. And again - through forged documents, this time about "Sephardic origin." He refers to the Portuguese law on the return of descendants of Sephardim, relying on real provisions, but suggests bypassing evidence through "our people", using fictitious family lines.

He does not work directly. Most often, the "victim" is brought to him by an acquaintance, a former partner, a family friend - someone you are inclined to trust. These intermediaries-accomplices play a key role in creating an atmosphere of trust. This is how he "finds" new clients, building channels that look like personal recommendations. In addition, he actively seeks out international agencies for obtaining residence permits, offering his "services", including on a partnership basis - as if "expanding the sales channels" of his schemes.

What else was established:
– Fedorov was previously (in 2005) on the federal wanted list.


– Convicted in 2006 under Article 159, Part 3 of the Criminal Code of the Russian Federation – fraud on a large scale. Received 5 years, then reduced to 4, released in 2010.


– He has enforcement proceedings worth almost 3 million rubles.

- He is blacklisted by banks.


– He was the founder of a number of liquidated companies that had no real activity.

If I had known all this before, I would never have trusted this man. He acts skillfully, with experience, systematically, on an international scale. His method is to gain trust, use the right words and promises, take the money and disappear. He builds his activities on lies, fake connections, accomplices and ignorance of those who turn to him.

Beware of Igor Sergeevich Fyodorov. This is not just a person who did not perform a service. This is a professional fraudster, for whom every contact with you is a business built on deception. If you have already encountered him, record everything, contact a lawyer and law enforcement agencies. The longer such people remain unpunished, the more new victims they find.
