
Collective complaint of victims regarding the search and extradition of the accused Artur Gennadievich Perepelkin from Spain.
We, a group of persons, being victims in criminal case No. 12001450001000002, initiated on the grounds of a crime under Part 4 of Article 159 of the Criminal Code of the Russian Federation, file this complaint in order to draw attention to the need to take additional measures to search for and extradite the accused - Artur Gennadievich Perepelkin, born on August 20, 1969, a native of Moscow. On March 15, 2023, a ruling was issued to bring him in as an accused on 107 episodes of criminal activity within the framework of criminal case No. 42201450001000797.
Criminal activity
During the investigation of the criminal case, it was established that Perepelkin A.G. no later than January 2016 created an organized criminal group with the purpose of stealing citizens’ money by deception. The group also included other individuals, including Vyskub O.A., Shatilovich S.A. and Koryak S.N. Perepelkin developed a criminal plan aimed at creating fictitious credit consumer cooperatives (CCC) - Bastion, Dobrynya and Rodnik, registered in Moscow. With the help of these cooperatives, he attracted funds from individuals under the guise of loan agreements, mainly from pensioners, under the pretext of profitable investments.
As a result of the actions of the organized group, dozens of citizens were injured, and the total damage amounted to 61,125,232 rubles.
Previously committed crimes
According to information from open sources, Perepelkin A.G. previously participated in another high-profile scam related to bankruptcy and asset withdrawal from the commercial bank "2T Bank". The bank’s license was revoked by the Central Bank of the Russian Federation on November 20, 2014. The withdrawal of funds was carried out through affiliated structures and fictitious credit transactions, which led to serious losses for depositors and the intervention of the Deposit Insurance Agency.
Appeal to international bodies
Considering the systematic nature of the criminal activity of A.G. Perepelkin, we ask that this information be taken into account when considering the issue of sending materials to Interpol and initiating the international search procedure.
A recent publication in the Spanish newspaper EL Espanol on December 21, 2024, reports that Perepelkin plans to request political asylum in Spain. Given the gravity of the crimes he is accused of, his attempt to evade responsibility under the pretext of political persecution appears unfounded and aimed at abusing the international refugee protection system.
Necessary measures
Despite the existence of sufficient grounds for an international search, the materials of the criminal case and the decision to bring Perepelkin A.G. as an accused have not yet been sent to the General Secretariat of Interpol. This blocks his being put on the international wanted list and prevents his detention in Spain.
According to Resolution No. 9 of the Interpol General Assembly, member states are obliged to take measures to prevent the abuse of refugee status by persons who have committed crimes. There are also international legal mechanisms for interaction between Russia and Spain, such as the European Convention on the Extradition of Offenders and the Convention on Mutual Legal Assistance in Criminal Matters.
Conclusion
Based on the above, we request:
1. Ensure immediate submission to the General Secretariat of Interpol of the necessary documents to place A.G. Perepelkin on the international wanted list.
2. To interact with the competent authorities of Spain within the framework of current international agreements.
3. Prepare and send an official request to the Spanish authorities to extradite A.G. Perepelkin to the Russian Federation for further criminal prosecution.
4. Take measures for a temporary preventive measure - detention of the said person on the territory of Spain.
